Understanding Proposed New Articles in UCP 600

Dear Mr T O Lee,

I'm the student of the captioned course Yesterday (3 March 2006) in Hong Kong. It is very helpful to my understanding of DC. As I have something to do after the lesson, so I cannot raise the following questions to you after the class. Could you pls kindly enlighten me. Sorry for any inconvenience caused.

1.
During the class, you mentioned the words used, "May", "Should" & "Shall / Must". How about the word, "Will"? Does "Will" mean "Shall/Must" in UCP 600?

"Will" may and may not mean ...

Examples:
Article X "On Deck"
A clause on a transport document stating that the goods may be loaded on deck, ......A transport document must not indicate that the goods are or will loaded on deck. (Here, I think "will" means "shall".)

Again this depends on ...

Article X Charter Party B/L
b. A bank will not examine charter party contracts even if they are required to be presented by the terms of the credit.

Comment: Does "will" mean "must/ shall"? Or the bank can examine C/P if he wishes.

"Must not" is ... "will not". "Will not" means ...

2.
Article X Charter party B/L
iv. Can the load port be shown as a range of ports or a geographical area?

The discharge port may be shown as a range of ports in C/P B/L. Can I understand this is the only case (range of ports as discharge port) in charter party B/L, but not in the other transport documents?

The drafters of UCP 600, mostly bankers, do not ...
