Who bothered before to discuss whether non-CDCS LC man is LC specialist? None else but LC VIEWS did, and T.O. Lee offered his views. Who raised the question in print media whether the position of "technical adviser to ICC Banking Commission" be rotated? No body. But LC VIEWS did and T.O.Lee comes forward to speak his mind. Nobody thought how China developed LC/trade finance expertise when it opened its economy to international trade. But LC VIEWS did. It asked T. O. Lee how China did. He tells us.
