China, when it opened its economy to international trade, acquired trade finance expertise, LC management expertise and payment dispute management expertise, as necessary infrastructure for use in trade-based economic development. T. O. Lee, a Canada-based world-famous Chinese LC consultant (<http://www.tolee.com>) says China acquired the expertise through training intervention from Hong Kong. He himself has lectured in China on LC matters when he was based at Hong Kong.
On China's enthusiasm to learn LC, T. O. Lee says:
"I meet a lot of bankers and scholars who are interested in studying LC. They collect all ICC official opinions and translate them into Chinese. I call them LC fans. They form informal LC clubs and meet monthly to discuss LC issues, same as those Indian, Pakistan, Sri Lanka & Bangladesh bankers in Dubai do. The scholars also write a lot of LC books in Chinese language. Some books are good and some are not so good , but anyway they help to promote the LC concepts in China".
