In order that members can provide inputs in a way as suggested by Gary (please see below for details) , the consultation and drafting groups have to do two things:
(1) To update members with the latest list of all members of the Consulting Group so that in case we wish to have a private discussion, we know where to go.
(2) By understanding the reasons and rational behind each YES and NO from the drafting group, the members of the Consulting Group can react much better. Sometimes we may come to the same YES or NO with different reasons.
With the above improvements, the outputs from members at the next stage can be better in terms of both depth and breadth.
