Thanks for your fax confirming that Istanbul meetings are ON. I have not yet received the same message by email, which is therefore still not a dependable medium.
Whilst browsing at the ICC Document 470/911rev. concerning the proposed ICC voting procedures, I do not find any answer to the two scenarios below:
Background Facts
A National Committee has designated a representative and a deputy. Both of them don't come to the ICC meeting where a vote is required.
Scenario 1
None of the delegates has casted the vote by mail, fax or email. Could a member of the same National Committee present in the ICC meeting vote for the National Committee?
Scenario 2
One of the delegates has casted a vote by mail, fax or email. If none of the delegates is present, could a member of the same National Committee present in the ICC meeting vote for the same National Committee? Who's vote counts, the absent delegate's vote or the present member's vote?
By the way, could a non banker be a delegate?
Please clarify this as I do not find the answer in the proposed procedures.
